Dialog HSPA question

I'm using the Dialog HSPDA student package. I currently have the following firmware and dashboard versions which are the most up to date versions I could find.

firmware - 11.114.09.04.00
dashboard - 3.2.2.182 ( VMC LITE)

The maximum bandwidth I've got is around 1120 kbps ( 140 kBps) and it drops so low like 50 - 60 kBps at times and usually I have reasonable signal strength inside 3G+ region.(I am
inside 5Gb limit)

My questions are :

1. According to dialog's advertising is it possible to get 7.2 Mbps - (900 kBps) in Sri Lanka ?
I've seen many posts claiming they have download speeds like 6 Mbps - (700 KBps) which nears the advertised rate.

2. If so why am I getting significantly low download speeds given that my firmware & Dashboard up to date and have good signal strength ?

3. Do you have any suggetions to improve my bandwidth?
