Well if your only intention is to web surf and few other general work then I would say go for Ubuntu 8.10 (Linux distro) Save the money you spend for Vista or Windows XP. That been said we hope you're a willing person to do Google if you need some additional support on that OS. Ubuntu has been designed to mimize the complexity for windows users and up and runnning quickly. Being said that it doesn't mean you';; know everything around the OS.
