Dialog Broadband Signals

A friend of mine use the Dialog Broadband (wireless) connection.
He changed his house.He now lives in Kelaniya.
Eventhough there are enough signals, The Dialog service personals have refused to re-establish the connection and had categorized his connection as "Weak Signal".
When inquired, they said that this matter is still under discussion.

Does anyone else had this problem ?

Is it ok for him to get an AirTel Broadband connection ?
