Ark is a GUI front end for all those file compression tools and yes it is for linux. KDE desktop to be more specific.

theres no specific gui only for rar. Almost all GUIs for file compression tools support all those compression tools.
Ark for KDE, File-roller for GNOME, squeeze for XFCE
Also the file managers for those desktops support opening compressed files on their own.
Like Dolphin for KDE4, Konqueror for KDE3 ,Nautilus for GNOME and Thunar for XFCE. (like how Explorer supports zip files in windows xp).

you called it by a wrong name, ZIP is only one of many compression Algorithms, WinRAR use RAR compression Algorithm, you should have asked, whats the file Compression program you used, I use 7Zip its free, faster than both zip and RAR and have better compression than most of the compression Algorithms, but its not the Highiest compressing Alogrithm out there.

KGB archiver uses the PAQ compression Algorithm (namely it uses PAQ version 6 and 7) its a myth that it can compress a 100MB file to 1MB in size, file compression is highly variable, depends on whats in the file, but its the truth that PAQ is the highest compressing Algorithm in the world, PAQ8JC is the holder of this title, but it is extremely time consuming and not good for day to day work, KGB can achive a cmpression ratio about 19% in general.
