Windows DreamScene (http://www.winmatrix.com/forums/index.php?showtopic=12115) is a utility that allows videos to be used as desktop wallpapers to Vista Ultimate edition users which uses the GPU for display animation instead of the CPU because it relies on the Desktop Window Manager (DWM) which is a part of Windows Aero.
But the real story is different. Check out these screenshots of average CPU usage with DeskScapes (http://www.winmatrix.com/forums/index.php?showtopic=12122) (an add-on to DreamScene) installed.
