I thank you for giving me this opportunity to make this special statement on a topic that is important in the current situation.
Newspapers have reported that Mr. Steven Mann, a Deputy Assistant Secretary of the USA would arrive in Sri Lanka on a two day visit. As has been published in the media, Mr. Mann arrives in Sri Lanka as a result of a request from US President George W. Bush to find out about the current situation in Sri Lanka by a group that has direct access to US Secretary of State Condoleezza Rice. While he is in Sri Lanka, Mr. Mann would inquire into allegations of human rights violations say these reports.
We believe that, as world citizens, it is our bounden duty to be vigilant regarding human rights violations that occur in Sri Lanka as well as else where in the world including in the USA. Generally we all regret the pathetic conditions people of Islamic faith have to undergo in certain countries in Europe. The USA too, in its moves against terrorism, has hindered community living state USA residents. The “patriotic act” implemented in the states to thwart terrorism is a hazardous, repressive and undemocratic procedure say none other than the intellectuals in that country. Political analysts have shown that the genocide carried out by US forces and its allies in Iraq would be the worst human rights violation of the century. We haven’t forgotten the incident in which people of Islamic identity were severely harassed after a bomb explosion in Britain recently. We have not forgotten that British police used excessive force against certain foreigners without any valid reason. It is a public secret that people of Islamic identity are subjected to severe, perverted torture in the American base at Guanthanamo in Cuba. Hence, it is necessary to remind that we, honestly and without any ulterior motives, are sensitive, perhaps more than Mr. Mann who is visiting us today, to the human rights violations that are reported from various parts of the world. That’s why we are greatly disturbed to hear the atrocities committed by NATO forces in Kosovo that was arbitrarily taken over from Serbia by the UNO. Specially, we are very concerned to hear the murder accusations against the care taker government of Bernard Kushvanth in Kosovo supported by the UNO. Hence, we consider that being sensitive to human rights violations any where in the world is human nature. In that context, we believe that people in Sri Lanka would want to cordially welcome the special representative of the USA saying “Ayubowan”!
Today certain measures are being taken for the defense of the state against separatist terrorism in Sri Lanka. I don’t think anyone would be genuinely happy regarding the human rights violations that occur in the confrontation against separatist terrorism. The free loving people in this country have come to accept implementation of special laws such as emergency regulations instead of ordinary laws of the country not because they specially like these laws. It’s because allowing a murderous, separatist terrorism to decide the destiny of a sovereign, independent Nation cannot be considered as defending human rights.
Under these circumstances, there is no need to be agitated at the interest the representatives of powerful states in the west show to educate us of the value of safeguarding human rights. That is only if their interest is without any ulterior motives; if it is in good faith. However, if these gentlemen’s interest in ‘existing’ human rights violations is to use them to fulfill their cravings of invasion against sovereignty of Sri Lanka, we need not accept such mediation. Also, we emphasize, that conceding to such mediation is allowing the plunder of all the rights of the citizens living in a sovereign state.
Even in the past, the ancient colonialism used certain issues in states for its functioning. The British invaded Kandyan Kingdom shedding crocodile tears regarding the “inhuman regime” of King Rajasinghe. The ‘courtesy’ extended for the Kandyan King has been vividly revealed by Henry Marshal, a doctor of the British Army in his book ‘Ceylon.’
The definition given by Henry Marshal on ancient colonialism then is greatly appropriate to the neo-colonialism today. When world powers, including the USA, need to make a state their hunting ground or their rendezvous, first they would attempt to make the rulers of that country their puppets. If this is not possible they would magnify true or false accusations against such a regime. When Saddam Hussein was taking measures against Iran, keeping in line with the wishes of the western powers, he or his regime was not a problem to the USA. However, later when Saddam Hussein could not be tamed to open his oil resources to the western world there wasn’t any other dangerous man to the western world other than Saddam Hussein. Allegations of ‘Genocide’ surfaced only after that; accusations of human rights violations against him and his regime followed. More than 2.5% of the population in Iraq has been murdered by Bush-Blair alliance to defend human rights of its citizens! Iraq would be partitioned as Sunni and Shiya to defend human rights of the people in that country!
Hence, allegations of human rights violations aimed by western powers against a state cannot be accepted as being done with good faith. It is none other than paving the way to fulfill their conspiratorial and invading goals. We will never oppose being honestly sensitive in a humanitarian way to certain issues and hardships existing in Sri Lanka. However, we are not prepared to ‘cordially welcome’ the sinister moves of the ‘white man’ to use our issues to carve out another Kosovo, an Eastern Timor or southern Sudan out of Sri Lanka. Hence, we call upon Mr. Stephen Mann, the special representative of the USA, who arrives today to Sri Lanka to allow us to welcome you as a human being and not as a vile agent who comes to fulfill invasive interests of aggressors. Sri Lanka is our Motherland. Despite being poor, there isn’t any state that is rich enough to buy her. We hope that this special representative and the camp he represents would be intelligent enough to comprehend this.
