Open a torrent program BitTorrent/uTorrent and click the funny wand on the top left of the screen.

Click the "Add File" button and select your virus that you wish to make into a torrent.

In the "Trackers" section, insert any of these free trackers.
Since their public, they are slower than VIP/Paid trackers.
