Addressing the media personnel at a press conference at Seth Sevana in Kirulapona, Minister Jayasuriya said the Party having discussed at length on 20 subject areas for a considerable time prepared the proposals and he was happy to hand it over on a significant day which happened to be the 35th Republic Day.
He said these proposals do not go below the 13 Amendment which is not possible and they are highly democratic and acceptable to the majority of the country.
"The devolution should go to the lowest level for an everlasting solution" he said. A highly intellectual and active senate council representing every community is also included in the proposal.
Recollecting the number of innocent lives the country has sacrificed and the amount of money wasted and the property destroyed over the years, Jayasuriya pointed out that the nation is at a cross roads today and the question that has to be answered is whether we are going to leave this country for the future generation as a nation at an eternal and devastating war or as a civilised society, with a durable form of government with full of opportunities for a better life.
He said UNP's firm belief is that all should have the courage and resolute determination to rise above petty politics, divisive thinking and search for a durable solution to the complex national issue devoid of emotions, in a more pragmatic, realistic and a rational manner.
He said it was for these reasons and with genuine desire to help the Government to solve this and many other issues, the democratic group of the UNP joined the Government at high political risk and many sacrifices.
Ministers Rajitha Senaratne and Hema Kumara Nanayakkara also spoke. Ministers Gamini Lokuge, Milinda Moragoda were also present.
