I get a few emails asking me how to activate Norton Antivirus 2007 if they do not have internet connection. Actually there is another method to activate called Phone Activation for Norton Antivirus 2007 other than the online activation where it checks for legitimate key. However, you cannot get to select Phone Activation method very easily. You will only get the option to select Phone Activation after Norton Antivirus 2007 tried several times to connect to Symantec's server and check for the key. Phone Activation requires Hardware Code where it will generate according to your product key and your hardware. Follow the screenshots below on how to activate your Norton Antivirus 2007 via Phone Activation.
1. Disable your Network Connection. Right click on the two small computer icon on your traybar and select Disable. This will disable your internet connection.
2. Select install Norton Antivirus
3. Enter Norton Antivirus 2007 Product Key and click I Agree.

4. You will get a message saying that "Activation requires that you have an Internet connection". Click on Next button.
5. You will again get an error message saying "You must be connected to the Internet to complete this task. Please connect to the Internet and try again". Click the OK button
6. Continue doing the above until you see an option where you can select to activate online or by phone. Select "Activate by Phone" and click Retry.
7. After selecting "Activate by Phone", you'll get your hardware code on the second line where it says "Be ready to provide the number below". You have to call Symantec, provide them with your Norton Antivirus 2007 hardware code, and then Symantec people will generate an unlock code according to the hardware code that you've given to them.
8. After you entered the unlock code to activate Norton Antivirus 2007, you'll get a screen saying Activation Complete.
There you have it, the steps to get your Norton Antivirus 2007 hardware code and activate it via Phone Activation if you do not have an Internet connection. I don't understand why Symantec made is so hard to activate via phone since it's one of the legitimate activation method provided by Symantec.
