How to Decrypt a file with another user?

i encrypt file
but unfortunately my windows goes down and i reinstall it
now i cant decrypt that file (im da administrator of computer)
pls help me to decrypt it.:( :( :( :(

encrypted using what software ? give more details.

iencrypted it by windows XP EFS encrypt system
i did it by right click the file and properties and advanced
then i put a tick to Encrypt Files to secure data
thats how i encrypt it

ok, and what happens when you try to decrypt it now ? what messages/warnings/logs do you get ?
