The Open University of Sri Lanka (OUSL) is unique within the national university system in being the only University to offer programmes of study leading to certificate, diploma, degree, postgraduate diploma and postgraduate degree through the Distance Mode. The University was set up by the Government of Sri Lanka under the Universities Act No. 16 of 1978, for the purpose of providing higher educational opportunities to working adults - providing them the road to success, surpassing age, vocation, gender, race, ethnicity and religion.
In line with the concept of “Openness”, the University caters to a heterogeneous population of people scattered over the island to pursue higher education, taking their own time and pace. The university policy on admission would enable a person to register at the lowest 'Level' with mere basic literacy and then climb up to postgraduate level.
The concept of Distance Education makes this institution a “University without walls”, functioning through a dynamic network of regional and study centres, with knowledge imparted through multiple media. Furthermore, they need not disrupt their work commitments to pursue studies, as they can interact with especially designed self-instructional materials where the materials function as “Tutor in Print”. Hence, the Open University system provides the learner the best possible learning opportunities for them to balance their personal, work related and academic obligations.

Faculty of Engineering Technology
The Faculty of Engineering Technology of the Open University of Sri Lanka is one of the pioneers, among all academic institutions in the world, in the delivery of Open and Distance Learning courses in Engineering. The Faculty consists of six academic departments. The faculty offers two major study programmes namely Technology (Engineering), and Industrial Studies in various specilzations using Open and Distance Learning methodolgy. The Study Programmes lead to the awards of Certificates, Advanced Certificates, Diplomas, Bachelors Degrees, Postgraduate Diplomas and Masters Degrees.
