The Constituent Assembly was formed to discuss the flag of the India in August 1947. They set up an ad hoc committee headed by Dr. Rajendra Prasad and consisting of Abul Kalam Azad, KM Panikar, Sarojini Naidu, C. Rajagopalachari, KM Munshi and Dr. B.R. Ambedkar as its members.
The "Dharma Chakra" which appears on the abacus of Sarnath was adopted in the place of the "Charkha". The flag was unfurled for the first time as that of an independent country on August 15 1947.

The Ashoka Chakra is a depiction of the Buddhist Dharmachakra, represented with 24 spokes. It is so called because it appears on a number of edicts of Ashoka, most prominent among which is the Lion Capital of Sarnath which has been adopted as the National Emblem of the Republic of India.
The most visible use of the Ashoka Chakra today is at the centre of the National flag of the Republic of India
The symbolism is that the impermanent things of the life are the spokes, while the spiritually permanent thing (the Truth-Nirvana) is the center.
