Using flag of UNO to send essential items to the North is fulfillment of the interests of tiger terrorists!
The media reports indicate that the Government has decided to seek the help of UNO to transport essential items to the North. This would be done via the sea routes using UNO flag say these reports. The Government has taken this decision as a solution for the scarcity of essential items faced by the people in the North after the closure of A-9 road.
A-9 had also been closed before the CFA that was signed between tiger terrorists and then prime minister on 22nd February, 2002. Even then essential goods were taken to Jaffna peninsular through alternative routes without causing any considerable scarcity. It is the responsibility of the Government to fulfill all needs of the people in Jaffna who have fled the areas controlled by tiger terrorists. One of the reasons that influenced the failure of the thrust made by tiger terrorists to overrun Jaffna recently was the resolute of the people not to flee from the land they live. It is the bounden duty of the Government to participate at the highest level on behalf of these people.
However, the responsibility of maintaining normal civil life in Jaffna has been entirely placed on security forces. The mediation of many state institutions and officials in carrying out their duties in Jaffna is inadequate. They waste their time in air conditioned rooms in Colombo talking about fulfilling the needs of the people in Jaffna. Fulfilling the needs of the people in Jaffna has become a crisis only because of the inefficiency and sluggishness of these institutions and authorities; not because the absence of the UNO flag. Hence, what should be done is to find a remedy for the inefficiency of the relevant officials and not to take measures to distribute food under the UNO flag.
By using the UNO flag to distribute food to the North, GOSL would display to the whole world that it is even incapable of distributing food to the North. Even a child would know that such an act would be advantageous to separatist terrorism only. The UNO too has been waiting to mediate in the internal crisis of our country to give the impression to the world that it is a conflict between two separate states. A strong clue was given regarding this by Mr. Yasushi Akashi, Japanese special envoy, in an interview given by him to Radio Australia on 2nd May. He had hinted that UNO would make a full scale intervention if conflicts exceed beyond the control of SLMM. It is clear that the 'full scale intervention' Mr. Akashi talks about is none other than a process that would extend to landing 'peace keeping forces.' We don't believe that issuing a condolence message by the Secretary General of the UNO when Kaushalyan, a provincial terrorist leader was killed by the Eastern faction of the tiger organization was an oversight. We also believe that T.R.O., a cat's paw of the tiger terrorists, was given monetary and various other aid under 'humanitarian' label by institutions of the UNO not because UNO was unaware of the connection between T.R.O and the tiger organization. Information has been revealed regarding people sympathetic to separatist tiger terrorism in the office belonging to the UNO at Killinochchi. Also, how those countries that had similar crises 'dropped from the pan to the fire' once UNO intervened in those countries on the pretext of 'humanitarian' label is too evident.
Under these circumstances, the decision taken by the Government to transport essential items to the North under the UN flag is a serious and unwise one. It is clear that this decision is another step forward from the hostile and foolhardy decision of former President Chandrika Bandaranayke Kumaratunga to get Norwegians to mediate in the national question in our country. We agree that all steps should be taken to fulfill all the needs of the people in the North. The Government should commit itself fully for this. However, doing this under the UNO flag would be a very serious issue that would have a catastrophic result. Hence, we vehemently oppose this move.
What should be done now is to take necessary steps to wriggle out of the net of international forces but not to get entwined more and more in that net. It is regrettable that the Government doesn't possess strategic skills and intelligence to understand this. We emphasize that the decision taken by the Government to use the UN flag to transport goods to the North should be changed immediately, take necessary steps regarding government officials who evade the responsibility of making available essential items and other services to the people and fulfill the task of transporting goods to the North using the flag of GoSL. We remind the Government of the fate the pundit from Induruwa had to endure when he was burdened with two errors by trying to correct one. We would expect the Government not to repeat what the pundit from Induruwa did.
