it may vary depend on the context. yeah that's true influential means the with the great influence. basically the influence means the power which can be affected on something on someone , manipulate or control them.
or you can even say something or someone who exerts such power.
so in that japan context. those workers got great influence cause if anything goes wrong which may affects to the entire area. it's very serious cause the incident totally based on a nuclear plant. that's why they were considered into that poll.
