i found this news item on a news website and it says that the president secretariat has said that the president today will address the nation today after the news of caputring killinochchi has been released to da media. it also says that a large number of media personal have also been taken to jaffna to cver the victory celebrations after da capture.

President to address nation on K'nochchi capture
Kilinochchi town will fall within a matter of hours, and as soon as the media announces the capture of the LTTE stronghold by the security forces, President Mahinda Rajapaksa will address the nation later today (Nov. 26th), said a senior official at the Presidential Secretariat.
The Ministry of Defence has taken a team of local and foreign journalists to Jaffna town to cover the occasion, the official said.
The Presidential Secretariat has instructed all electoral organizers of the ruling party to organize celebrations, including lighting of firecrackers and beatings of traditional rabans.
According to reports reaching 'Lanka Dissent', troops are yet to enter Kilinochchi town.
After saying on 27th December last year that Prabhakaran will be killed before 2009 LTTE Heroes Day, the Defence Secretary and other government leaders are planning a media hype by showing them the road sign to Kilinochchi located near Kokavil, said Tamil political sources.
The government has placed the lives of a large number of security forces personnel in peril for the past week in an attempt to cover up its political bankruptcy, alleged Mangala Samaraweera speaking on behalf of 'Defence Watch' and later MP Dayasiri Jayasekara in Parliament.
They said a large number of security forces personnel have been injured in the war.
