Major General to be court-martialed in Sri Lanka

Sri Lanka Army is to have a court martial against a Major General for the first time in its history, Army sources say.

The court martial will take place on December 04, 05 and 08 to examine the charges against Major General Parakrama Pannipitiya.

The accused officer faces a number of charges including misuse of power and resources and disciplinary flaws. He risks his career and can be sentenced too if penalized.

Pannipitiya was the Sri Lanka Army’s Eastern Commanding Officer responsible for capturing Thoppigala and other areas last year.

The court martial is chaired by Major General V.R. de Silva.

    now this is wat happens to the true patriots of the country. this man worked so hard to destroy the enemies and now he is being accused.

    sumthing simmilar to wat happened to Maj Gen Janaka Perera. he too was treated in the same way.

    the govt uses da persons maximum possible and wen they become a threat to them they try to eleminate them for their own good.

    the true patriots of sri lanka will always feel sorry for him while the so called patriots of sri lanka will justify the decision to accuse him!

    ya i agree wit u. law is da same to every one.
    but y only him. from da news item v know dat its da first time in da army history dat this is happening. do u mean dat never b 4 an army official has misused powers and stuff?? y havent the others been punished similarly??

    everybody/every case must be investigated by independence officials

    i don't know this case in detail but from what i heard this guy had a lot of army guys as his private workers

    SLA general's life 'in danger'
    Petitioner says SLA Commander's actions has put his life in danger
    The Supreme Court in Sri Lanka has ordered the authorities to try to provide secure accomodation for a senior Sri Lanka Army (SLA) officer.
    The court ordered Attorney General (AG) to enquire the possibility of providing accomodation in Summit Flats, in Colombo 5, for Major General Parakrama Pannipitiya at least for a six month period.
    The three-member bench chaired by Justice Dr. Shirani Bandaranaike made the order as a Fundamental Rights (FR) petition filed by Maj. Gen. Pannipitiya was taken for hearing.
    Transfer to Colombo
    The petition was filed against SLA commander Lt. General Sarath Fonseka's decisions to remove the petitioner as the Eastern Commander and not to offer him an official residence in Colombo.
    Maj. Gen. Pannipitiya has requested the commander to provide him with a secure residence in Summit Flats.

    Security Forces Commander East, Major General Nissanka Wijesinghe from the Artillery regiment, who is fifth in order of seniority, has already been moved out and has reverted to the Post of Adjutant General at Army Headquarters. Replacing him as SF Commander East, is Major General Parakrama Pannipitiya, who returned from India’s prestigious National Defence College after a one year course.
    General Pannipitiya is from the Sinha Regiment as against Wijesinghe from artillery. It appears that those from the infantry are better placed than those from the support regiments, when it comes to appointments. Major General Pannipitiya bypassed Majors General V.R. De Silva and Sanath Balasuriya, Director Budget.
    Appointments
    General Pannipitiya last served at the 51 Division Jaffna, which has more or less an administrative function of winning the hearts and minds of the people.

    The Sri Lanka Army`s Eastern Commanding Officer who was responsible for the capturing of Thoppigala and other areas last year, Major General Parakrama Pannipitiya has charged that his security has been seriously compromised by Army Commander Lt. General Sarath Fonseka.

    Filing a fundamental rights (FR) petition in the Supreme Court last Friday (22) Maj. Gen. Pannipitiya has said that his life is in danger following the withdrawal of his security and has prayed for the re-instatement of his security contingent.

    The fundamental rights petition is to be taken up in the Supreme Court today (27).

    Maj. Gen. Pannipitiya has been transferred to Army Headquarters in Colombo under controversial circumstances and stripped of his security contingent.

    In his petition, Maj. Gen. Pannipitiya has charged that his life is in danger following action taken by the first respondent, Army Commander Gen. Sarath Fonseka based on an anonymous petition.

    Maj. Gen. Pannipitiya in his FR application has stated that he was not given an opportunity to explain or answer the allegations leveled against him. Instead he has alleged that Army Commander Fonseka demanded that he hand in his retirement papers or face a court martial.

    Maj. Gen. Pannipitiya has stated in his FR petition that he was under constant LTTE threat both in operational and outside operational areas. He has cited military reports to this effect. He has stated that he was informed in March 2007 that his movements were being monitored by the LTTE and was being followed in Colombo to places he frequented.

    Maj. Gen. Pannipitiya has stated that he was removed from his position as Eastern Commander and transferred to Colombo based on an anonymous petition alleging that he had used a Captain to manage a property that purportedly belonged to him in Puttalam and that he had hired a vehicle in an irregular manner, both of which he denies.

    The anonymous petition has also accused the former Eastern Commander of taking food items from the Officer`s Mess beyond entitlement.

    Maj. Gen. Pannipitiya has also said that although he had indicated he had no place to go he had been ordered to vacate his staff quarters with immediate effect.

    Maj. Gen. Pannipitiya has also said his back-up vehicles have been withdrawn putting his life in great danger.
