    In a Chip !!!
    1. Crate 2 alcohol drives...
    2. Load both images to it.
    3. open nero express and drag all the files to the files window.
    4. Select nero image drive as the destination drive.
    5. Click burn. it will ask to save.. Now u have 1 image that has all the files in both of the images...

Anything stored in the boot sector will be lost by this method, though.

I need to know what you mean by combining two images.

You can use UltraISO to edit (add new files, remove files, modify - anything) any CD/DVD image file.
