FLAC is an open lossless codec with good speed and compression, for detailed infos you should take a look at the Hydrogenaudio.org forums, there are tons of testing threads.

Winamp 5.31 is bundled with a flac encoder/decoder (simply check Flac support in installer), you can choose the FLAC encoder via Preferences -> Media Library -> CD-Ripping.

The Nullsoft flac decoder is based on FLAKE, a new, experimental FLAC codec, which is very fast.

You can play the files directly in Winamp with the bundled Nullsoft Flac Decoder.

To convert from Flac to MP3, simply use the Winamp Transcoder (is part of the Essentials Pack). Right click a file in the library/playlist -> Send To -> Trancoder.

Only limitation, you have to pay for a Winamp pro licence to encode to MP3.
