Jennifer Taylor, permanent representative of UNICEF and its heads have taken steps to make available bullet proof vehicles to tiger terrorist said JVP Parliamentarian and the Leader of its parliamentary group Wimal Weerawansa making a special statement in Parliament today.
He said US$12,375 has been used by UNICEF to fix bullet proof shields to several vehicles but those vehicles were not with UNICEF at present. He said only one such vehicle was with UNICEF at present and whereabouts of other vehicles is not known. He said with revelations about UNICEF in the past it could be surmised that the vehicles could have been handed over to tiger terrorists.
Full text of Mr. Weerawansa's statement:
We, on several occasions, have taken measures to draw the attention of this august assembly to the pro-separatist tiger terrorist stance and moves of UNICEF affiliated to UNO. In our first statement we revealed facts regarding UNICEF handing over more than Rs.100 million to tiger terrorists through TRO within a period of one year and employing tiger sympathizers to UNICEF staff. Next we drew the attention of this august assembly to the 5640 parcels of 'ready to eat meals' that is of 'Combat Ration' variety that have been brought by UNICEF to this country. By now Sri Lanka Customs has taken all these parcels under its custody. According to information I have received these parcels, weighing 1200 grams each, contain water purifying medicine as well. Senior UNICEF officials allege that they are for the use of employees of UNO to be utilized at a time of emergency. However, it is evident, even to a child, that these parcels of 'Combat Rations' that could be kept for a long time, containing water purifying medicines and needed only by combatants engaged in jungle warfare have been brought down for the use of tiger terrorists in their fights in Mulaitivu and Killinochchi jungles. Hence, it is the responsibility of the government to carry out an extensive investigation and take firm decisions.
I stood up today to draw the attention of this august assembly to another deed performed by UNICEF to aid tiger terrorists. Several vehicles of UNICEF, which had been fixed with bullet proof shields, have been handed over to tiger terrorists.
Ms. Jennifer Taylor has taken measures to fix bullet proof shields to several vehicles used by members of UNICEF serving in the North and the East. This has been done in March, 2006. Jennifer Taylor has got the bullet proof shields fixed to the vehicles by a company in Sri Lanka. For this U.S.$12,375 of UNICEF money has been spent under voucher No. PN/2006 /1250090/000,000,0490. What is astonishing is that UNICEF possesses only one vehicle fixed with the bullet proof shield at present which is a Land Cruiser vehicle bearing Reg. No. WP HN-9401. The question that comes up is whether so much money was spent to fix the relevant shields only for this vehicle. Weren't the other vehicles fixed with the bullet proof shields belong to UNICEF? Did they belong to tiger organization? Is it because this transaction was made with the consent of UNICEF authorities that no inquiry has been held? We have revealed earlier that UNICEF had given one of their vehicles for the use of TRO. As such, there is no doubt that these bullet proof vehicles too have been handed over to tiger terrorists.
It is not necessary for us to point out that this situation is alarming. When the role of the authorities in Colombo of the UNO which attempts to teach us how to preserve human rights is such, why is the Ministry of Foreign Affairs dormant regarding this? It is an offence to use money allotted for Sri Lankan children for the use of tiger terrorism. Even the information we have revealed would be sufficient to confirm this. However, the Ministry of Foreign Affairs, which is unable to decide whether Pakistan is a friend or foe and stumbling in the dark has not comprehended the situation. What should be done now is that the Central Bank, Ministries of Foreign Affairs and Defense should carry out a joint investigation, take firm decisions and implement them. However, we don't see any such mediation taking place.
Jennifer Taylor's kith and kin and their higher authorities may be under the impression that Sri Lanka
was an uncivilized tribal country in a dark corner of the world. We should, by practice, show that it is
not so. We call upon all genuine, patriotic forces to use this opportunity correctly. It is we who have to defeat those international pro-tiger plotters. What the Security Forces does is defeating tiger terrorists. Exposing tigers' international plotters and defeating them is our task. If we don't fulfill this correctly it would be difficult for the Security Forces to defeat tigers. Hence, let's fulfill our task in our front. I call upon all genuine patriotic forces once again to rally to fulfill this task
