2018 දී රජයේ වාණිජ නීතිගත සංස්ථාවේ පිරිවැටුම හා ලාභාංශය දෙගුණයක් කිරීම ඉලක්කය බවත් ඒ සඳහා දැනටමත් අපගේ වෙළෙඳජාලය රට පුරාම ව්‍යාප්ත කිරීමට සැලසුම් කරතිබෙන බවත් කර්මාන්ත හා වාණිජ කටයුතු අමාත්‍ය රිෂාඩ් බද්යුදීන් මහතා පවසයි.

කර්මාන්ත අමාත්‍යාංශය යටතේ ශ්‍රි ලංකා රජයේ වාණිජ (විවිධ) නීතිගත සංස්ථාව තුළ යහපත් කළමනාකරණය පිළිබදව වෙනස්කම් රැසක්ම සිදු කළ බව අමාත්‍යවරයා සඳහන් කරයි.

මේ පිළිබඳව තවදුරටත් අඳහස් දැක්වූ අමාත්‍යවරයා මෙසේද පැවසීය.

ඒ අනුව පත් කළ, සභාපති, සාමාන්‍යාධිකාරී ඇතුළු නව පාලනාධිකාරිය හා සේවක සෙවිකාවන් සංස්ථාවේ දියුණුව සඳහා නාස්තිය අවම කරමින් උපරිම කැපවීමෙන් යුතුව කාර්යක්ෂමව කටයුතු කිරීම නිසා, වසරින් වසර ලාභය වැඩි කර ගැනීමට හැකි වුණා. ඒ අනුව 2015 වසරේදී රුපියල් මිලියන 10.5 ක ලාභයක් වාර්තා කළ අතර, එය 2016 වසරේදී රුපියල් මිලියන 43.8 දක්වා වර්ධනය කර ගැනීමට හැකි වුණා. එය ගෙවී ගිය 2017 වසරේ අප්‍රේල් මස සිට දෙසැම්බර් දක්වා වූ මාස 09 කාලය තුළ රුපියල් මිලියන 80.7 (රු.80,668,754.00) දක්වා ලාභය වර්ධනය කර ගැනීමට හැකි වුණා. මෙම ලාභාංශය 2016 වසර සමඟ සංසන්දනය කරන විට සියයට 84 ක ප්‍රතිශතයකින් වර්ධනය වීමක් වෙනවා. ඒ වගේම 2017 වසරේදී සංස්ථාව ලැබූ සමස්ත වෙළෙඳ ආදායම රුපියල් මිලියන 3,385.2 ක් වෙනවා. එය 2016 වසර සමඟ සංසන්දනය කරන විට සියයට 23 ක වර්ධනයක් වෙනවා යැයි ද අමත්‍යවරයා සඳහන් කරයි

Petronet, Japanese company to set up $300 million LNG terminal in Sri Lanka

NEW DELHI: Petronet LNG Ltd, India's biggest importer of gas, and its Japanese partners will invest USD 300 million to set up Sri Lanka's first liquefied natural gas (LNG) terminal near Colombo, its CEO Prabhat Singh said.

The Indo-Japanese partnership will set up a 2.6-2.7 million tonnes a year floating LNG receipt facility off the island's western coast, bigger than the previously envisaged 1.5-2 million tonnes a year facility.

Petronet will hold 47.5 per cent stake in the project while Japan's Mitsubishi and Sojitz Corp will take 37.5 per cent stake. The remaining 15 per cent will be held by a Sri Lankan entity, he said.

"We are in the process of signing MoU with the Sri Lankan government for setting up of the LNG terminal," Singh said. "Once the MoU is signed this month, some project related studies will be done before beginning work on the terminal."

Explaining the reasons for setting up a bigger capacity LNG terminal, he said Sri Lanka requires 2.5-3 million tonnes of liquid gas to fire power plants. Besides, there is demand for CNG and smaller industries.

"Commercial details like exact size of the plant and investment will be worked out in the detailed feasibility report to be commissioned after signing of the MoU. Broadly, it would be about USD 300 million investment," he said.

Sri Lankan government had in September last year issued a Letter of Intent to the company to build a floating LNG import facility to supply gas to power plants and the transport sector in the island nation.

The import terminal is to be set up at Kerawalapitiya on the west coast.

Sri Lanka has plans to build a 300-mw gas-fired power plant in Kerawalapitiya adjoining an existing power plant. The existing plant, which uses oil to generate power, will also be converted to LNG once the terminal is set up and gas imports start.

LNG has become significantly cheaper in the last year and many countries have started switching their power plants to LNG.

The LNG terminal, which will import super--cooled natural gas in ships, will take 2-3 years to build, the top executive said.

The terminal in Sri Lanka is part of Petronet's vision to own 30 mt per annum of LNG import and re--gasification capacity by 2020.

Petronet already operates a 15 million tonnes per annum import facility at Dahej in Gujarat and has another 5 million tonnes terminal in Kochi in Kerala. It has signed preliminary agreement to build a 7.5 million tonnes tonnes LNG terminal in Bangladesh and is also looking at setting up a smaller facility in Mauritius.

Singh said Dahej is also being expanded to 17.5 mt over the next two years.

The India-Japan collaboration comes after a string of Chinese successes in Sri Lanka. China has managed to revive its flagship USD 1.4-billion Colombo Port City project and is also engaged in expansion of major infrastructure projects it built in the past.

Sri Lanka’s special Port City legislation to be presented soon

Sri Lanka’s special Port City legislation will be presented in parliament soon, as new laws and regulations are essential for a mega project of this nature, a frontline Deputy Minister of the government disclosed.

“Multiple emerging opportunities have been considered in drafting this new legislation in consistency with the constitution creating an oasis for businesses to be established here to serve the South Asian region,” Deputy Minister of Policy Planning and Economic Development, Dr. Harsha de Silva told the Business Times.

The Colombo International Financial City (CIFC) legal division headed by former Attorney General Yuvanjana Wijethilake with a cadre of supporting staff has been engaged in preparatory work of the legislation.

A fully transparent Request for Proposals has been made from reputed UK based law firms to evaluate the draft CIFC law and the selected British law firm is being involved in drafting the detail rules regulations of the CIFC in accordance with the common law and in line with the constitution, he revealed.

Finally, the legislation will be drafted by the legal draftsman department in consultation with the Attorney General’s Department.

The financial city will function as a special jurisdiction area with its own economic and commercial laws to facilitate operations of global multinational corporations and grow as a business and financial hub, he pointed out.

According to the new tripartite agreement on Port city, the president will gazette filled lands under the Lands Ordinance and thereafter be allocated to the Urban Development Authority (UDA).

The UDA will declare them as a development area under the UDA Act. This will take place before land is leased on 99-year basis to the project company.

The Chinese investment company CHECL expressed its willingness to invest a further US$ 1 billion in the construction of the first building complex on reclaimed land.

It will launch this project to construct three high rise buildings with 60 floors each.

In a latest development, two MOUs were signed between the Ministry of Megapolis and Western Development (MMWD), UDA and CHEC Port City Colombo, in Beijing for funding of the Colombo International Finance City (CIFC) Building Complex on the reclaimed land of the Colombo Port City Development Project and the Underground Marine Drive Tunnel.

The Cabinet of ministers has given its approval in principle to the project connecting from Chaithya at the airport highway and Marine Drive in Kollupitiya by the project company making a further investment on a Build Operate and Transfer (BOT) basis.

The project has been designed to expand the existing Marine Drive through this underground tunnel through the Galle Face Green which will then be connected to an elevated highway on the Port City, which will link up to the New Kelani Bridge.

There would also be an extension of the Galle Face Green promenade when the project reaches completion.

The project company has hired AECOM, international engineering consultants and the technical feasibility study is now being conducted in liaison with MMWD, Road Development Authority (RDA), Colombo Municipal Council (CMC) and Sri Lanka Ports Authority (SLPA).

Upon completion of the technical feasibility study and cost estimates, the project company proposes to hire another international consultancy firm to carry out financial and operational feasibility study on a PPP/BOT structure.

When complete, the city will have reclaimed 269 hectares with 116 hectares being handed over to China Communications Construction Company (CCCC), which is the parent company of China Harbour Engineering Company (CHEC).

The remaining land will be owned by the Sri Lankan Government and will be divided with 62 hectares to be used to set up a financial city and 91 hectares to be used as public spaces.

Top hotel chains to spruce up Colombo

With Colombo becoming an attractive location for luxury hotel developments, luxury room inventory in Sri Lanka’s capital city is set to increase exponentially in the next three to four years with the commencement of operations of major hotel chains, the Sunday Observer learns. According to a ‘Policy Recommendations’ report compiled by a 13-member task force, Colombo’s four to five star room capacity will increase by 4,135 rooms by 2021 from the current 5,367 rooms (comprising of 3-5 star categories).

The transformation will happen following the scheduled commencement of operations by hotel chains such as ITC, NEXT, Park Inn by Radisson, Ritz Carlton, Sheraton, Hyatt, Marino Sands and Four Seasons Hotel. The report states that new rooms being added are by Cinnamon Life (800), Hyatt (559), ITC (300), Marino Sands (270), NEXT (200), Radisson (300), Ritz Carlton (200), Shangri-La (550 - already operational), Welcome Hotel (300), Sheraton (306) and 4 Seasons (350). “This is a very exciting time for Sri Lanka, as we are seeing the real estate sector growing exponentially. We at John Keells are very bullish about this sector, and we will continue to be the driving force behind the changing landscape, and Colombo’s burgeoning metropolis,” said Chief Marketing Officer and Executive Vice President of the John Keells Group, Roshanie Jayasundera Moraes.

Her comments came in the wake of John Keells Properties promoting its latest projects, Cinnamon Life and TRI-ZEN to Canadian residents in Toronto recently.

Delivering a presentation at the event, officials of John Keells Holdings noted that despite the significant growth in tourist arrivals in Sri Lanka, the five-star room inventory of Colombo which currently stands at around 5,019 lags far behind other popular regional cities.

However, the conglomerate said the expected five star room supply will increase by 1,581 rooms with the developments of Sheraton (306), Grand Hyatt (475) and Cinnamon Life (800) coming to fruition. The ITC Colombo One Hotel and Residences, a mixed-use luxury development by an Indian conglomerate, adjoining the recently opened Shangri La Hotel in Colombo, is due to become operational by 2021.

The NEXT Hotel Colombo is being developed as part of the mixed-use development named ‘Colombo City Centre’ under a joint venture between Abans Group and Singapore-based SiverNeedle Hospitality Pte Ltd.

The 47-storey mixed-use lifestyle centre comprising a shopping mall, luxury apartment complex and hotel is set to spruce up opposite the scenic Beira Lake at Sir James Peiris Mawatha, Colombo 2. On the other hand, the 199-room Park Inn by Radisson, an investment of Sofia Hospitality Ltd., a subsidiary of Sri Lanka’s St. Anthony’s Group of Companies is slated to commence operations in Kollupitiya next year. On completion, the hotel will be managed by the globally-acclaimed US hospitality giant Carlson Rezidor Hotel Group, ranked among the top five hotel chains in EMEA.

Other hotel developments in the pipeline are Ritz-Carlton Hotel being built in collaboration with Krrish group, Sheraton Colombo Hotel in Kollupitiya set to open in September this year, the Grand Hyatt Colombo, a 47-storey mixed development neighbouring St. Thomas’ Preparatory School in Kollupitiya and Marino Sands Hotel in Kollupitiya, a venture by furniture manufacturer Damro.
